Mayor Grbelja calls the meeting to order at 7:13P.M.

 

ROLL CALL: Mayor Nancy Grbelja – present, Committeeman Abilheira – present, Committeeman Dilfanian – absent, Committeeman Kinsey – present, Committeeman Sico – arrived at 10:10pm.  Also in attendance – Attorney Duane Davison, Administrator - James Pickering and Municipal Clerk – Maria Dellasala. 

 

STATEMENT OF NOTICE AS REQUIRED BY P.L. 1975, C231 IS READ.

I HEREBY ANNOUNCE THAT PURSUANT TO THE OPEN PUBLIC MEETING ACT, ADEQUATE NOTICE OF THIS MEETING HAS BEEN PROVIDED IN THE ANNUAL NOTICE OF MEETINGS WHICH WAS MAILED TO THE ASBURY PARK PRESS AND THE MESSENGER PRESS, POSTED ON THE PUBLIC ANNOUNCEMENTS BULLETIN BOARD IN TOWN HALL AND FILED IN THE OFFICE OF THE TOWNSHIP CLERK ON DECEMBER 20, 2006.

 

RESOLUTION 07-67 AUTHORIZING THE HOLDING OF AN EXECUTIVE SESSION AT, WHICH THE PUBLIC SHALL BE EXCLUDED.

C/Kinsey offered the following resolution and moved its adoption, which was seconded by C/Abilheira.

WHEREAS, N.J.S.A. 10:4-13 of the Open Public Meetings Act permits the exclusion of the public from meetings of public bodies in certain circumstances which are set forth in N.J.S.A. 10:4-12 (b); and

WHEREAS, the Township Committee of the Township of Millstone is of the opinion that such circumstances presently exist.

 

NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Millstone as follows:

 

The public shall be excluded for the discussion of any action upon the here in after specified matter.

 

The general nature of the subject matter to be discussed is as follows:

  2. Land Acquisition

 

It is anticipated at this time that the above stated subject matter will be made public in approximately six months or when any litigation discussed is resolved.

This resolution will take effect immediately.

MAYOR GRBELJA CALLS THE REGULAR MEETING TO ORDER AT 8:02 P.M. FOLLOWED BY A FLAG SALUTE AND A MOMENT OF SILENCE.

 

BOARD OF EDUCATION UPDATE:

Thank you for allowing time for this report from the Board of Education.

School Report Cards have been issued for the 2005 – 2006 school year. Millstone Twp. ranks 7th lowest in the state and the lowest in Monmouth & Ocean Counties at $8,485.00 per pupil cost.  The School Report Card is very clear in showing Millstone Township’s responsible spending.

A committee of the board continues to meet with UFRSD to research other ways in which our districts can partner. While we have one voting member on the UFRSD board, we have been invited to have 2 other Millstone Twp. board members sit at the table and take part in UF board discussions.

Last month, UFRSD calculated the tuition for high school students. The tuition for the 2007-2008 school year will be $11,894 (which is an increase per pupil of approximately $479 over last year). The total amount to be paid to UFRSD for 2007-2008 will be $7,603,140 (which includes an adjustment of $240,000 owed to UF from tuition just certified from the 2004-2005 school year).

School District’s Violence & Vandalism Reports are now listed on the NJ DOE website.

Budget workshops have begun and we are reviewing preliminary information. The governor will give his budget address on Thurs., Feb. 22 and we will receive state aid figures on Mon., Feb. 26. School district budgets are due to the County Superintendent on March 12th.

NJN Channel 12 production crew videotaped Mrs. Audrey Ferraro’s 8th grade students who participated in a Pay It Forward project. This program will be aired on Feb. 26th, March 3rd, April 2nd and April 7th. The project was an international community based effort where students wrote, illustrated, published and bound their own original children’s books and donated them to a school being built in a war-torn town in Liberia, Africa.

Allentown High School’s Spring Musical “Seusical” will be presented on March 1st, 2nd and 3rd at 7:30 p.m. in the AHS Auditorium.

Petitions for Board of Education Candidates are due in the Board Office on Monday, Feb. 26th by 4:00 p.m. The school budget and school board election will take place on Tuesday, April 17, 2007.

Construction Update

Construction at the new Middle School is on schedule and within budget. The building enclosure is complete, the focus is on the interior and all building inspections to date have been passed. The Construction Manager, Board Administrators and Code Officials continue to meet weekly to ensure continued code compliance. The athletic fields will not be available for use in the fall of 2007, but we remain slated to be open for students & staff in Sept. 2007.

PRESENTATIONS:            Charitable Community Forum:

Gary Mangino presents proceed check to the three 2006 honoree’s of the Millstone Charity Gala, they are The Millstone Trailblazers, The John Petrella Scholarship Fund and The LaCrosse Booster Club.  Each group receives a check for $16,500.00

1.      Rob Obusek accepts check on behalf of The Millstone Trailblazers.  The trailblazers started in 2001.  Millstone is horse country.  The executive board is most active.  Members help with trail clearing and activities.  We work with the Township Committee, County and State Officials.  We have just received a grant in the amount of $25,000.  Most trails come from easements, developers or green acres.  Hopefully this spring the Open Spcae Recreation Map will be coming out.  

2.      Shirley Petrella accepts check on behalf of The John Petrella Fund.  The John Petrella Fund was established by her family three years ago in the memory of her son John.   We saw a need to help students who struggle more than the average and wanted to recognize them for all their hard work and determination.  Our charity for the last three years has been providing scholarships to classified students who attend Millstone Middle School, Allentown High School and Kiva’s Monmouth County Votech.  Lat year at Allentown High School we awarded 8 seniors with scholarships which totaled over $10,000.  We have also provided funds for the Allentown High School alternative campus, Imlaystown, which gave them the opportunity to purchase a whole new curriculum.  We are in the process of organizing the 2nd. Allual Run for a Memork 5k that will be held in the Millstone Elementary school this spring. 

3.      Matt Diener accepts check on behalf of the LaCrosse Booster Club and explains what the booster club does for the LaCrosse program.

·         Millstone Township Girl Scouts – Diana Kohlhepp – Service Unit Manager for Millstone Township.  Ms. Kohlhepp explains there were many projects the girls were involved in this past year, examples are:  World Thinking Day was celebrated.  Collected food, household, health & beauty items that were given to the Millstone Township Senior Citizens and some needy local families.  Participated in Make A Difference Day.  A complete list is available in the Municipal Clerks Office. 

·         Millstone Township Hospital Auxiliary – Valerie Mac Phee – President of the CentraState Associated Auxiliaries & Vice President of the Millstone Township  Hospital Auxiliary.  The CentraState Associated Auxiliaries, comprised of volunteers, began 41 years ago with a vision of a community hospital (originally Freehold Area Hospital).  Ms. Mac Phee shows a brief power point presentation.  Today our auxiliaries are located in Covered Bridge, Freehold, Manalapan/Englishtown, The Villages & The Thrift Shop located on 20 Jackson Street in Freehold.  Ms. Mac Phee introduces Ms. Louise Taylor. Louise Taylor – President –Explains that their group meets on the 1st. Thursday of each month in the Courtroom.  They are a devoted to supporting CentraState  Hospital.  They have guest speakers at their meetings.  In the fall they have a Harvest Dance at the Millstone Elks.  They also have a Poinsettia Sale and a Spring Flower sale each year in the CentraState Lobby.  Their Cancer Awareness bracelet sale has been a wonderful ongoing project, the profit goes to inpatient Oncology Unit of CentraState.  Over the last 40 years the Millstone Township Hospital Auxiliary has raised $270,000 to further the quality of local healthcare.  Our next meeting is on March 1st.  Doreen Beaumont member for the past 5 years states the following:  Each year the Auxiliaries award 3 scholarships in the amount of $500 each to individuals who live and volunteer in the CentraState ares.  Two scholarships are awarded to high school seniors and a third to an adult returning to college, all of whom are pursuing a career in the health care field and volunteer in their community.  Each December the Auxiliaries host a Holiday Gala.  Copies of each statement are available in the Municipal Clerks Office.

·         Millstone Township Wyldlife/Younglife – John Marr - Is a non-denominational club that meets once a month in the Community Center which introduces kids to God and Jesus Christ. The group comprises of 6th, 7th and 8th graders.  We bring the kids to camp and try to raise the money through fundraising.  We have pancake breakfasts to help raise funds.

·         Millstone Eagles Pop Warner Booster Club – Fiore Masci/Kathy Chandonnet – The Booster club started 3 years ago.  In the beginning we have 110 kids singed up for Football and Cheerleading today we have over 350.  We have grown.  We have many parents that are involved and through our fundraising we bring in coaches to help teach our parents.  In our first year two of our cheerleading squad’s made it Florida for competition.  Through our fundraising we were able to defray some of the cost for our girls.  The girls attend camps and we always need more volunteers.  A big thank you goes out to Cory Wingerter who generously donated kitchen equipment at Wagner Farm Park, where we sell hot dogs, hamburgers to help raise money.  We also have a shop set up a jock shop with the kids can purchase shirts, hats, warm ups.

·         Millstone Township Foundation Educational Excellence – Laura Wittman – Explains how she and her husband were at a bag to school one night and Dr. Setaro spoke about putting together this Foundation and asked for volunteers.  She and her husband did volunteer.  The foundation helps to improve and enhance our school system to benefit our children.  A couple of one our fundraisers are Cupids Ball which we host the Saturday prior to Valentines Day each year and Golf Outing called Fore the Kids at Forsgate which will be held on October 15, 2007.  We have awarded over 52 grants totaling over $251,000.  Grants are awrded in 2 cycles Spring/Fall to teaches in Math, Business, Science, Mass Media, Arts and Professional. 

Deputy Mayor Kinsey thanks all our volunteers for coming out to tonight’s meeting and states that volunteers are very important and that volunteers are always needed.

PROCLAMATION: Mayor Grbelja reads the following proclamation:

Designating March 2, 2007, in the Township of Millstone, as

 Read Across America-NJ Day

 

WHEREAS, the citizens of the Township of Millstone stand firmly committed to promoting reading as the catalyst for our students’ future academic success, their preparation for America’s jobs of the future, and their ability to compete in a global economy; and

WHEREAS, the Township of Millstone has provided significant leadership in the area of community involvement in the education of our youth, grounded in the principle that educational investment is key to the community’s well-being and long-term quality of life; and

WHEREAS, NEA’s Read Across America, a national celebration of reading will be conducted on March 2, 2007, which would have been the 103nd birthday of Theodore Seuss Geisel, better known as Dr. Seuss; and 

WHEREAS, Read Across America-NJ is being conducted statewide by the New Jersey Education Association, in partnership with the New Jersey State League of Municipalities, the New Jersey Library Association, Saturn-UAW, and their local affiliates across the state to promote reading and adult involvement in the education of our community’s students;

NOW, THEREFORE, BE IT RESOLVED that the Mayor of the Township of Millstone calls on the citizens of the Township of Millstone to assure that every child is in a safe place reading together with a caring adult on March 2, 2007;

AND BE IT FURTHER RESOLVED that this body enthusiastically endorses NEA’s Read Across America and Read Across America-NJ, and recommits our community to engage in programs and activities to make America’s children the best readers in the world.

APPOINTMENTS:  Office of Emergency Management

MAYOR’S APPOINTMENT TO CABINET OF OFFICE OF

EMERGENCY MANAGEMENT.

Mayor Grbelja appoints the following Cabinet member to the Office of Emergency Management.

Patrick DiGangi is here by appointed to the Office of Emergency Management as a Cabinet Deputy Coordinator for a three year term beginning January 1, 2007 and expiring December 31, 2009.

BE IT FUTHER RESOLVED, that a copy of the appointment be forwarded to Millstone Township Office Of Emergency Management and to the appointee.

 

MAYOR’S APPOINTMENTS TO OFFICE OF

EMERGENCY MANAGEMENT - DEPUTIES.

Mayor Grbelja appoints the following Deputies to the Office of Emergency Management.

Alexander Bodnar, Evelyn Bodnar, Delores Ziobro, Frank Ziobro and Jerry Milden, are hereby apponted as Deputies to the Office Of Emergency Management for three year terms beginning January 1, 2007 and expiring December 31, 2009.

BE IT FUTHER RESOLVED, that a copy of the appointment be forwarded to Millstone Township Office Of Emergency Management and to the appointee’s.

 

CORRESPONDENCE:

  1. Letter received from the Monmouth County Mosquito Extermination Commission thanking Millstone Township for its cooperation in 2006 and requesting written authorization to apply pesticides from aircraft to control mosquitoes over portions of the Township of Millstone from March through November 2007.
  2. Letter received from Dr. Veverly Wyche, Pastor of Image of God Global Ministries requesting use of the Community Center on Sundays from April 2007 through December 2007.

 

ORDINANCE 07-03

SECOND READING           ORDINANCE AUTHORIZING PURCHASE OF OPEN SPACE BLOCK 11, LOT 22.02 and BLOCK 12, LOT 2.

 

EXPLANATORY STATEMENT:           

This Ordinance provides for the purchase by the Township of Millstone of the development rights on property known as Block 11, Lot 22.02 and Block 12, Lot 2 owned by Frank W. Hom and Wickie Hom.

OLD BUSINESS:    

  • OEM:  M/Grbelja states we had a brief presentation and people are coming forward to volunteer.  C/Abilheira, C/Kinsey and M/Grbelja have all passed 100 & 700 courses.  C/Dilfanian has his.  We can now receive funds.  The Department of Public Works need to take and pass course 700.  Ken Gann is an approved instructor.  On Friday M/Grbelja will be meeting with her cabinet, OEM and CERT teams.  M/Grbelja spoke about the rescue on the Cross Bronx Expressway of the horses on their way to Belmont Park.  Deputy Mayor Kinsey commends M/Grbelja for all she has done in the past 6-8 weeks in re-structuring the OEM office.  M/Grbelja thanks DM/Kinsey and states she was at her first fire on Friday.  The fireman she states were all business and was pleased to see the volunteers and paid firefighters working side by side.  Its an honor for me to be involved and be kept in the loop and informed.
  • Reverse 911 - C/Abilheira states he has been in contact with the State Police and Millstone Township led by the State Police does have the capability for reverse 911.  The Attorney Generals office still has not released access for the township on it own.  M/Grbelja states that the County has let us know that 200 radio’s will be available to the township in case of an emergency. 
  • Recycling – Irv Siet reported how he receives the numbers he reports on his monthly reports.   

 

NEW BUSINESS:    Postal Conversion - M/Grbelja states she has met with Joseph Procida, Central Jersey District Growth Manager regarding phase 2 of the consolidation of Millstone deliveries.  Effective 3/10/07 residents with Perrineville addresses can start using Millstone Twp., 08535.  Effective July 1, 2007 residents with Englishtown, Robbinsville and Hightstown Post Office deliveries will be switched to Millstone Twp., 08535.

 

PRIVILEGE OF THE FLOOR:

 

 Mayor Grbelja opens the meeting to the public at 9:50 p.m.

  1. Jennifer Coffey – Stoneybrook Watershed stated that 18 months ago they took part with Millstone Township Environmental Commission, Planning Board, Township Committee and Administration in a municipal assessment, which was a comparison of the Township ‘s Master Plan and the goals of the Township.
  2. John Nalberczinski – Questions reverse 911 and recycling.
  3. 3 Cory Wingerter – 108 Millstone Road – Speaks about the great effort that everyone involved with the “Map” has put forward.  Also speaks about table top exercises at schools and camps.  Also states that we should look into another way of getting the word out to the residents in case of an emergency. 
  4. Frank Toia – States that the Board of Fire Commissioners fire budget failed and the commissioner are ready to meet with the Township Committee to review.
